About the role
We're building Deel's payroll engine for Germany from the ground up. It's a multi-year foundation that will power our German market operations, supported by government certification and a dedicated engineering team.
As Country PM, you'll own end-to-end product strategy and execution for Germany. You'll work across compliance, engineering, payroll operations, HR, and time tracking to translate complex local requirements into a competitive product. You'll also drive the critical trade-off decisions: what to build first, what to prioritize with limited engineering resources, and how to get to market fastest without compromising regulatory safety.
The context
Germany requires certification with authorities to operate a payroll system. That certification audits the entire stack: not just payroll, but HRIS, time tracking, and all integrations. Once certified, any future changes require re-certification, so the architecture decision is binary and costly to reverse.
We're choosing to build this on Deel's internal infrastructure instead of using a third-party payroll engine, which gives us control, speed, and the ability to integrate seamlessly with other Deel products. The trade-off is that you'll need to coordinate across multiple product teams and manage technical complexity that no single vendor can hide.
What you'll do
Define product strategy for the German market, including minimum viable feature set, regulatory requirements, and phasing
Work with your dedicated engineering team to execute on that plan
Coordinate across Product (payroll engine), Time, HRIS, and Services teams to align on dependencies and timing
Manage the certification process with German authorities, translating technical decisions into compliance requirements
Break a massive problem into iterative, shippable pieces. You won't build 100% of features before shipping, but you'll be critical about what ships first
Work with sales, implementation, and compliance teams in-country to understand customer needs and validate assumptions
Use AI to speed up the build, getting rules in and scale in collaboration with local compliance teams.

Must have:
Based in Germany
Fluent German speaker
Comfort with ambiguity and ability to make critical decisions with incomplete information
Strong stakeholder management. You'll coordinate across teams that don't report to you
Pragmatism and systems thinking. You need to understand how payroll, HR, time tracking, and compliance fit together, not just one piece
Ideal to have:
Experience with German payroll, tax, or labor law
Prior experience building payroll systems or working in payroll product roles
Track record managing complex multi-stakeholder initiatives
Experience working across compliance, engineering, and go-to-market teams

Our salary range reflects gross base salary. For commercial roles with commission eligibility, this figure represents On-Target Earnings (OTE), inclusive of base salary and target commission.
Salary ranges are quoted in USD as a consistent global reference. Your offer will be localized to your country's currency using a market-aligned conversion.
Final pay is based on objective, job-related criteria including experience, skills, and location.
